Beijing Limits Vehicle Traffic During Winter Season

As of December 30, 2024 to March 30, 2025, the Beijing municipal public security bureau has announced restrictions on vehicular traffic in certain areas of the city. The restrictions, which come into effect on weekdays between Monday and Friday only, apply to vehicles with specific number plates.

In accordance with the Road Traffic Safety Law and the Beijing Air Pollution Prevention and Control Regulation, all residents of the city are required to adhere to the following rules:

  • Publicly-owned vehicles, government offices, departments, social organizations, enterprises, and state-owned enterprises that use their public service vehicles must limit their operations to 6 hours a day (0-24 hours) within the city's administrative area.
  • The restricted traffic period for regular motor vehicles running between 17:00 and 20:00 in the five-ring roads area and within its limits.

However, some vehicles are exempt from this measure:

  1. Police cars, firefighting trucks, rescue ambulances, construction rescue trucks;
  2. Public buses, inter-regional long-distance passenger cars and large passenger vehicles, rental cars without "B" number plates, postal vehicles, tourist automobiles equipped with authorized operation permits;
  3. Government administration staff cars, clearance special-purpose job vehicles, sanitation, gardening, road maintenance, emergency communication security vehicles, funeral limousines;
  4. Temporary imported vehicles, pure electric small cars using rechargeable batteries as their sole power source;

Outside the city limits, residents traveling in from another province must follow the guidelines set by the Beijing Municipal Transportation Committee, the Beijing Environmental and Ecology Bureau and the Public Security Bureau of Beijing:
